Unions determined - but pushing their luck with the scale of these demands

Unions will push their luck by demanding a pay rise that amounts to more than an entire budget at new talks to begin next month.

They would be more likely to get half this amount, if the Government sticks to the sort of increases agreed in recent years in the deal they are attempting to replace.

But the Government is stuck between a rock and a hard place as it faces industrial unrest if it does not meet demands.
