With one stroke of a pen, new Environment Minister Phil Hogan has undone years of opposition by predecessor John Gormley to the Poolbeg incinerator project in his Ringsend backyard.
The ace held by Mr Gormley was the plan to impose hefty levies on every tonne of waste being brought by the bin companies to the incinerator.
