With the State about to embark on its first public tribunal of inquiry in more than a decade, yesterday brought yet another reminder of why the tribunal model fell out of favour for so long.

Much criticism of tribunals in the past stemmed from their length and the huge costs involved.

But they are fraught with other difficulties too.
