Reform needs to start at top of public service

Brian Lenihan commissioned a review of the Department of Finance that was published last week.
While it claims to commend the operation of the department, it actually achieves the opposite.
The findings highlight serious deficiencies at the department. However, in its covering letter to the minister and the executive summary, it commends all of those involved.
