Quinn must face elephant in room over €21m cut

IT has been the elephant in the room in discussions on the education budget. Avoid, at all costs, a headline-grabbing increase in the pupil-teacher ratio.

When Education Minister Ruairi Quinn put it on the table in the run-up to his first budget in 2011, he got short shrift. He could have anticipated opposition from the likes of the Irish National Teachers' Organisation, but it didn't even get the legs to travel to that wall.

It was knocked down much closer to home.
