Paul Melia: Plan short on detail and delivery dates
THE Government's capital spending plan announced yesterday is vague, short on detail, and has no timetable for the delivery of projects.
There's money to link-up Dublin's Luas system, but no timescale for its completion. Forty schools will be built up to 2017, but we don't know where or when. In effect, the €17bn earmarked in spending over the next four years will be mostly used to maintain what we already have.
Just one big-ticket project is going ahead in 2012 -- the €70m Ballaghaderreen bypass in Co Roscommon. The rest of the roads budget will be used to finish projects, or pay back the cost of the motorway network that's already finished.
