Minister has difficult job on his hands to be 'tough but fair'

Michael Noonan stood in the members' bar in Leinster House a while back having a coffee with a couple of Fine Gael colleagues.
All round them were hordes of young, ambitious, sharp-suited newly elected coalition TDs brimming with enthusiasm to take on the world.
"It's like an unsupervised playground," the Finance Minister wryly observed.
