How county managers and other senior local authority staff have been able to preserve their generous holiday entitlements while simultaneously overseeing cutbacks may seem contradictory.

Under the 2001 Local Government Act, county managers have responsibility for "staffing and organisational arrangements".

That means that they have the power to deal with holiday time rather than the Department of the Environment.
