THE fact that they are still at it, and the refusal to comment in the course of negotiations, have convinced most commentators that the DUP and Sinn Fein have a will to sort out the difficulties remaining in the transfer of responsibility for policing and criminal justice to the Assembly.
That they are taking a good deal of time might reflect not only the complexity of the issues, but the fact that they never really got to grips with them before.
