IT'S that time of the year again, when all notions of gallantry and collegiality go straight out the Cabinet room window. Instead, as the nights draw in and the Budget draws closer, it's every male and female minister for him or herself.
For it's always easy to know when Budget Day is almost nigh.
Firstly, the sky over Kildare Street darkens from the profusion of kites which take to the air as ministers float all sorts of proposed cuts, slashes and hikes in order to discover which one is most likely to send the electorate howling towards the barricades.
