It's payback time, and then it will be time to move on. The water charges debacle has to end and the most obvious and decent way to bury Michael Noonan's "dead cat" is to refund households who paid and to admit to the unmitigated disaster.

For Fine Gael the war has been lost, so what's the point in continuing to fight a battle that's going nowhere?

Of course it would, as Housing Minister Simon Coveney has said, raise a "dangerous precedent" if the Government was to effectively offer an amnesty to those who are indebted to Irish Water.
