AFTER he emerged from Lancaster House at the conclusion of the 16th British-Irish Council (BIC) powwow, the Taoiseach was fair levitating off the ground with enthusiasm.

He was bubbling over with plans and schemes and big ideas. "We should launch a huge onslaught on America," he declared excitedly.
