THE idea to give schools more control over their own budget and staffing arrangements through a new funding method will be received as an unwelcome Christmas present in education circles.

It may sound like a good idea to devolve power locally, but there is plenty of evidence from other jurisdictions suggesting that it should be treated with caution.

It is the funding model used in the UK and more recently in Sweden, and a link is drawn between it and their lacklustre performance in international student tests.
