SWAMP Haiti with aid. That's my plea today to the international community, who must, if they truly care about the lives of one million-plus survivors, pledge to remain committed to the rehabilitation process.

The scale of the disaster is such that nothing less than a mini 'Marshall Plan' will suffice to bring hope and practical support to all who have survived this unprecedented catastrophe.

In the absence of an international rapid-response corps, the United Nations must be prepared to persuade a powerful government to weigh in with all their logistical might -- and that commitment must be for the long term.
