HOW I hate the word "levy"! It means raising prices, or taxation, or both, without any regard for justice or logic. The 5pc levy on the price of electricity is a prize example.

It is also an example of the Fianna Fail-Green coalition's notion of timing. It comes in the wake of the increases in mortgage interest rates, which will take €1.5bn out of people's pockets and therefore out of the economy as a whole. It has infuriated those who will have to fork out, which means everybody. How can we achieve economic recovery while reducing spending power?

But above all, it demonstrates how this Government works -- or rather, doesn't work.
