THE decision to remove the responsibility for child welfare and protection from the Health Service Executive (HSE) may seem like the perfect panacea to the shaky system that exists currently.
Public faith in its ability to cope with the growing number of disturbed children, whose lives are full of cliff-edge dangers, has been shattered by various inquiries.
The plan by Children's Minister Frances Fitzgerald, as set out in the Programme for Government, is to transfer the work to a new agency. But this could take years to achieve.
