The decision by prosecutors in the US not to pursue criminal charges over the Berkeley balcony collapse is not entirely unexpected.

As has been clear from quite early in the investigation process, there were a number of factors which are likely to have contributed to tragedy.

Some of these are alleged to be human failings while others were caused by prevailing weather conditions.
