Ciaran Byrne: Someone must take blame for squandering our taxes
ANOTHER year, another CAG report. The Report on the Accounts of the Public Service for 2009, published by the Office of the Comptroller and Auditor General, shows we are still wasting money. Lots of it.
The beauty of the fat, 1,100 page CAG document is how it cuts a remorseless swathe through all the baloney spoken by ministers and civil servants.
They routinely tell the public things like "the bill will be far lower than anticipated" or "We're sure there will be real value in this project delivered on time and on budget".
