Brendan Keenan: Strange signals in Taoiseach's actions
EVERYONE said that Mary Coughlan had been demoted, and Batt O'Keeffe promoted, as they changed places between the Departments of Enterprise and Education. In the second decade of the 21st century, surely it should be the other way round?
Mr O'Keeffe, who is generally regarded as a very able minister, will have charge of innovation policy at his new department. Very important stuff, innovation. It is the centrepiece of the Government's economic strategy, and the document outlining that strategy appeared the other week.
But actually, it is very easy to devise innovation strategy. There is nothing in the document which has not already been said by others in the plethora of state agencies and think tanks, from the IDA to the National Competitiveness Council.
