Appointments to state quangos must be opened up
Agencies should be subject to much greater competition and transparency

THERE is to be more competition for senior civil service posts, but little or none for the boards of quangos.
It seems that there is a serious contradiction in the way the Government plans to manage the public service.
On the one hand, it is going to reform the body that appoints senior civil servants by putting more external representatives on the Top Level Appointments Committee (TLAC) to open up senior posts to greater competition.
