The roof has blown off an apartment block as storm-force winds battered the country.
Gardai said no-one was injured after gales ripped open homes at the complex in Carrickmines Manor, south Dublin.
Residents were evacuated and all traffic was stopped from entering the estate near the M50/N11 junction.
"Gardai and the fire brigade are at the scene. They are evacuating three blocks," a garda spokeswoman said.
Dublin Airport was also affected by the winds, with gusts up to 50 knots on the main runway.
Ten planes were diverted from the capital, with air traffic controllers sending flights on to Shannon and Manchester.
An airport spokeswoman said the delays were having a knock-on effect but urged all passengers to arrive as normal.
Forecasters at Met Eireann warned that south-west winds would gust 100-120kph in exposed places.
