I've recently lost two stone, now I'm eight stone. I don't want to lose any more weight but I do need to tone up. I've loose skin on my stomach and there are also pockets of fat on my stomach and bum. Before I put on the two stone about a year ago, I didn't have these problems.

If you lose weight by just changing your food alone you will be left with more loose skin than by losing weight by exercise and diet combined. Losing weight by just diet is not the most efficient way to do it as you need to increase your lean body mass and tone up the muscles to give them shape, tone and firmness.
Dietary changes cause weightloss by reducing the amount of calories you take in, especially if you are taking shakes.
Shakes are full of artificial additives and in my opinion are the most unhealthy way to lose weight.
You will have less tone and more soft tissue left.
Now that you have lost the weight you need to get training to increase your lean muscle tissue.
Remember that you can't spot reduce just one area on the body, it needs to be trained as a whole, to increase the tone all over the body with a full body programme using weights and body weight as resistance. Resistance weights are the key to getting the results that you want, especially when combined with some cardiovascular work as well.
Cardio training has great health benefits and also provides another good goal for you mentally to work towards.
Maybe register for a 5k run and work towards that as well so that you have several goals to keep you motivated.
The combination of resistance training and cardiovascular training will keep you on track and hopefully get you the results that you are looking for.
The key thing to remember is that the best way to lose weight is by changing your food, doing all over body resistance training and adding some cardiovascular work in, all of this will help you to lose weight, tone up and reduce the amount of loose skin on your body.
