The building will be known as The Matic, a reference to John Dunlop, the inventor of the pneumatic tyre who lived in Belfast in the late 19th century.
The 75-apartment, 12-storey development proposed by Village Homes NI will be between Chichester Street and Gloucester Street in Belfast.
The two towers making up the building will be joined by a central private residents' garden.
The one to three-bedroom apartments will go on sale on May 26 with prices starting from £134,950 (€172,990).
The penthouses will cost up to £300,000 each, according to estate agent Simon Brien.
The Matic is the first of four city centre residential schemes planned by Village Homes NI.
Together, the £35m projects will provide more than 275 new homes and create around 200 jobs, the company said.
The other schemes will be located at Queen's Square, the former Nambarrie building at the corner of Victoria Street and Waring Street, and Montgomery Street.
