Minister Alex White told the annual conference of the Irish Medical Organisation (IMO) that a decision to see a doctor should never be based on financial circumstances.
Identifying children as a priority health group, he told the conference that spotting childhood conditions early is of utmost important.
Planned legislation for free GP care for children under six should be debated in the Oireachtas in May, according to the minister, and enacted in July.
In his speech today, which ended without applause, Minister White urged the IMO to enter talks about talks with no preconditions.
Alex White became Minister of State with responsibility for Primary Care in controversial circumstances in September 2012 after the resignation of fellow party member Roisin Shortall.
