Normal household water usage has been set at 133 litres per day. Using 70pc above this amount will be considered "wilful wastage".

Housing Minister Simon Coveney must amend legislation to put in place "penalties/levies" to address wastage of water.

Government will become a customer of Irish Water and domestic water use funded through general taxation.

A referendum is recommended on enshrining the right to water in the Constitution.

Refunds will be paid to households who paid some or all of their water charges.

Extra funding will be provided to Group Water Schemes in the interests of "equality".

District metering will be the main way of reducing leaks.

Owners of newly built houses will have the option of having a water meter installed.
