Social partners the big winners

THE social partners were among the big winners from FAS's Competency Development Programme (CDP).

Union and employer groups received millions over the past decade.

The sub-committee contained several people closely linked to social partnership groups.

Among the CDP members before the programme was shut down in 2009 were former SIPTU president Des Geraghty, Sally Anne Kinahan of the Irish Congress of Trade Unions (ICTU) and Jenny Hayes of employers' body IBEC.

ICTU received €2.4m between 2006 and 2008, while the SIPTU College received €2.1m in the same period. Between 2004 and 2008, IBEC received €5.6m.

At the time, IBEC, SIPTU and ICTU were well represented on the board of FAS, with eight out of 17 members nominated by employers' groups and unions.

But reforms earlier this year mean that every member of the slimmed-down board of 11 was appointed by Tanaiste Mary Coughlan.
