John Purcell, who leads the investigation by the Chartered Accountants in Ireland, is the former Comptroller and Auditor General (C&AG), effectively the State's spending watchdog. He retired from that post in May 2008 after almost 14 years.
Mr Purcell was known for offering blunt verdicts on waste at various state agencies. Upon his retirement from the C&AG post, many TDs in the Dail paid tribute to the quality of his reports.
Mr Purcell was not scared to highlight the waste involved in the pet projects of senior politicians, for example questioning Bertie Ahern's famous 'Bertie bowl'' in Abbottstown, Dublin.
