After the brinkmanship between Fianna Fail and Fine Gael over the issue of water charges, are we finally going to see a resolution?  Senior FG figures are saying they are now open to the idea of using existing legislation to penalise wastage and Martin Heydon, explains how the issue broke out and both sides hardlined against each other.

Philip Ryan accused Fine Gael of caving in to Fianna Fail on most of their demands around water including a proposed referendum.

'There are problems with a referendum on water charges,' Heydon admits. 'But more than likely it's coming.'
