TAOISEACH Enda Kenny has said a referendum may be required to help adoptive children's get more information about their birth parents.
Speaking in the Dail today, Mr Kenny said the issue of adoptive children getting information on their backgrounds was full of legal difficulties.
He told Sinn Fein TD Sandra McClellan that senior officials were working on a draft new law to improve access to information.
But Mr Kenny also warned that the issue was full of obstacles given the adoptive parents' rights to privacy under the Constitution.
"It would appear that a referendum might actually be required to deal with some of the issues involved," the Taoiseach said.
"It's not as simple as it looks," Mr Kenny added.
The Taoiseach did not say when the referendum would be held but he promised more information for the Dail as it became available.
