GARDAI have been urged to consider adding a new category of 'online abuse' to their Pulse recording system.
The report, which is being studied by Communications Minister Pat Rabbitte, says that extra classifications are needed to help gardai report crimes more accurately.
It also suggests that the Government can "close the gap" in existing online harassment and cyberstalking law by amending existing legislation with a few simple words.
Substituting the words "electronic communications" into existing anti-harassment legislation, principally the Communications Regulation Act 2007, "will strengthen the capacity of An Garda Siochana" to deal with reports of online harassment offences including those that are "grossly offensive, indecent, obscene or menacing".
The expert report also recommends an overhaul of court disclosure rules by the Department of Justice "to bring current court processes in line with societal and technological norms".
