Mr Martin said that the government took a "sneaky" approach by implementing the measures over the New Year which he said represented a "significant attack" on the most vulnerable.

And he accused Housing Minister Jan O'Sullivan of being "somewhat disingenuous" by claiming that she is providing more to those in need.

He demanded that Ms O'Sullivan publishes the full report on grants, which was provided to her by an expert group last year.

"I think the minister should go back to the drawing board," he added.
