PRESIDENT Michael D Higgins has said he was satisfied he had been granted the opportunity to give the emergency legislation the "consideration" it deserved.
After resuming his official state visit to Rome, Mr Higgins said: "I am happy to say I was afforded the opportunity of giving it the consideration it undoubtedly deserved given the public interest, and given the atmosphere and the unusual circumstances of the Dail and Seanad meeting through the night.
"This morning I was happy to discharge my duty in relation to having considered it, to sign it in time to make sure that everything moves on to the next phase in terms of legislation," he added.
In an evening filled with pomp and ceremony, Mr Higgins was given a guard of honour as he resumed his three-day visit, and arrived at the luxurious Quirinale Palace for a meeting with Italian President Giorgio Napolitano, where they were discussing the "issues" facing Europe.
