Garda Commissioner Nóirín O'Sullivan is attending a policing conference in California as her force prepares to go on strike.
The AGSI's campaign of action begins tomorrow - while the Commissioner is only due back from San Diego today.
The Garda Chief and Justice Minister Frances Fitzgerald have not yet discussed a contingency plan for the strike.
Commissioner O'Sullivan is part of a garda contingent at the four-day International Association of Chiefs of Police (IACP) conference in San Diego.
A Garda spokesman said the Commissioner was a "keynote speaker" at the event and was always in communication.
