Mr Moran said Independents will have to iron out outstanding issues in the draft programme for Government with Fine Gael before vote scheduled at noon.

However, the Independent Alliance (IA) TD described a deal as being "very near" before he entered Government buildings this morning.

His colleague Sean Canney is also yet to sign off on the deal which has been stalled over turf-cutters rights, a western rail corridor and other rural issues.

Mr Canney said, "I don't think (a delay) is an issue of embarrassment for Fine Gael.

"They have respected us and we have respected them."

IA TDs are to meet later this morning before they decide whether all six will vote for Mr Kenny.

Mr Moran played down suggested that he would get a junior ministry in exchange for supporting the Fine Gael leader.

"One never turns down an opportunity if it comes in front of him but I haven't been offered," he said.
