The party will also detail plans to improve the availability of finance for builders and make it easier for those in mortgage arrears to remain in their homes.

And a new Cabinet minister for Housing will also be appointed under a Fine Gael-led Government.

The series of proposals are contained in a five page document that has been circulated to 15 independent TD, as well as the two members of the Green Party, ahead of a second day of round table talks at Government Buildings.

The document, a copy of which has been seen by independent.ie, also pledges to produce an Action Plan for Housing within eight weeks of a government being formed.

“It is an economic, social, and ethical priority that the new Government do more to address the housing needs of our people,” the document states.
