Arts minister Heather Humphreys said the Government will be extending "a hand of friendship" to unionists in relation to the 1916 commemorations.
But there has been no discussion yet about invitations to any of the ceremonies.
Ms Humphreys said there been "great engagement" with communities in Northern Ireland about the World War 1 centenary and the 2016 programme would be pursued in the same "spirit of openness".
The minister spoke to the Irish Independent at the launch of University College Dublin's (UCD) Decade of Centenaries extensive commemorative programme marking events of 100 years ago.
Dr Conor Mulvagh of UCD's Department of History and Archives, said the college was no mere witness during the 1912-23 decade, and that UCD had played a pivotal role in unfolding events.
