UP TO 500 protesters against the septic tank charge have gathered outside Leinster House.
They travelled from Galway to voice their objections.
The group says it will not accept the charges which, they claim, are an attack on rural Ireland.
The Dail is debating the proposed legislation governing the inspection regime and charges.
Protests have taken place around the country in the past week against the charges.
Earlier Fianna Fáil TD Éamon Ó Cuív accused Environment Minister Phil Hogan of keeping rural householders out of the loop about what standards would be required for existing septic tanks.
The proposals are part of the Water Services Bill which come into law later this year.
