Funnyman James, 34, will present the show on February 20 at the O2 Arena, for the third consecutive year.
Organisers also announced that new Radio 1 Breakfast Show DJ Nick Grimshaw will host the nominations launch on January 10.
Gavin And Stacey-turned-Broadway and film star James will present the ceremony for the fourth time in total, matching broadcaster Chris Evans' record.
The actor's first stint was in 2009, alongside Mat Horne and Kylie Minogue.
James prompted jeers when he was forced by producers to cut short winner Adele's crowning moment when time ran out during last year's ITV1 show. Adele was so frustrated by being cut off in her prime that she aimed a one finger gesture to "the suits" who ordered her off.
Hirst, 47, famous for featuring a rotting cow's head, dead flies and preserved sharks in his works, follows in the footsteps of Sir Peter Blake and fashion's Dame Vivienne Westwood as a designer of the statuette handed out to winners at the annual music ceremony.
Brits chairman David Joseph said: "We are delighted that Damien will become the third extraordinary creative Briton to reimagine the Brit statue.
"He is truly one of the most important British artists ever and his unique vision will make winning a 2013 Brit an even more special proposition."
The nominations launch will take place at London's Savoy hotel, while the show will be broadcast live on ITV1.
