The Division will take place in a single New York borough

The Division will be set in Midtown Manhattan at launch, according to Creative Director Magnus Jansen who then went on to explain why.
While The Division’s E3 2013 demo was set in Brooklyn, the launch version of the game will not feature that borough. Instead, The Division will take place entirely in Midtown Manhattan.
In an interview with Examiner, The Division Creative Director Magnus Jansen said that this area was chosen “because of the 1 to 1 re-creation and the way the pandemic has [happened].”
“With the level of detail we have, doing Midtown Manhattan is a huge open-world experience and more than enough to sink your teeth into. It is a very sizable open-world game," he added.
You can get an idea of the scale of the game from the in-game map below from Open World Games. As you can see, the borough is divided into a number of districts, each with their own safe house.
This doesn’t necessarily mean that we won’t get to explore more of New York at some point, but The Division will only feature Midtown Manhattan at launch.
Tom Clancy's The Division will be released on March 8th.
