So, just who has access to the corridors of power and influences the decision makers? Who can get face time with the Minister for Finance Michael Noonan and his top official, Secretary-General Derek Moran?
The appointments diaries of the two men reveal who was scheduled to meet with either man recently.
Lobbyist Mark Mortell had a meeting with Mr Noonan on March 13. Outgoing Goldman Sachs International chairman Peter Sutherland was pencilled in for a 30-minute phone call on February 18.
The minister also travelled back to his Limerick stronghold to meet the board of the powerful American Chamber of Commerce at Analog Devices headquarters in Raheen.
On April 29, he was also scheduled to meet Judy Brown, the chief financial officer of pharma giant Perrigo which bought Elan in a €6.5bn deal fuelled by tax inversion gains. Mr Noonan's top civil servant was scheduled to meet what his diary called "Aviva CEO" in January as the insurer continued to restructure its Irish business. Citibank boss Aidan Brady was inthe diary for a meeting in February.
