Ireland East MEP Mairead McGuinness has been appointed to lead negotiations on reform of the EU direct payment regime on behalf of European Parliament's biggest political grouping, the European People's Party.
"The work will be difficult and challenging and will require meeting the many diverse demands of member states on reform of the CAP, in particular the future shape of direct payments," she said.
The MEP added that the CAP must continue to focus on production and the reform process must not stifle the productive capacity of the EU.
"On the issue of the new reference year of 2014 which has been proposed in the leaked documents, I have written to the commissioner urging him to drop this proposal in the formal proposal," she added.
"However, the overarching concern is about the actual size of the agriculture budget post 2013. We must fight for that."
