Why today's Budget speeches will drag on until 9.30pm - and the Dáil won't finish until midnight

Budget speeches can drag at the best of times, but today's will continue until well after dark.
Due to the large number of parties and groups in government, the speeches will be held until 9.30pm this evening.
Finance Minister Michael Noonan is allocated 45 minutes for his Budget speech at 1pm, while Public Expenditure Minister Paschal Donohoe will follow him with another 45-minute dialogue.
According to Dáil rules, each opposition party will then have an hour to speak.
This means speeches will last until 9.30pm, while votes will run until midnight.
Each party is expected to split their hour-long speech between two speakers.
